Chatbots Are Shaping Policy. Make Sure They’re Saying What You Want.
Lawmakers, and their advisors have a new trusted subject matter expert: chatbots. It’s no secret that members of Congress and the people around them who research and influence policy are using leading chatbots like Claude, ChatGPT, Gemini and Copilot. It goes beyond research, too, with AI tools given the keys to draft amendments, legislation and communications operations.
Why does this matter? No lawmaker forms a view alone. They lean on staffers, journalists, analysts, and outside experts to make sense of an issue, and AI has now joined that group. That influence network, which shapes how power brokers understand and feel about issues, is what your campaign actually has to reach.
Optimizing Your Owned & Social Media For AI
Similar to a brand’s or industry’s reputation, organizations focused on a policy goal require a strategic approach that combines technical optimization with substance.
To start, you need to ensure that your website’s robots.txt allows for GPTBot, ClaudeBot and PerplexityBot if you want your material discoverable at all. However, technical visibility is just a small piece of optimization. If your presence across the ecosystem is thin, technical optimizations do not fix the gap created by a lack of substantive, trustworthy information.
To reach LLMs and chatbots, there is always value in leading with clear, plain-language answers about what a policy does and why it matters–essentially “bottom line on top” writing. This could be through an opening block in a policy brief or an FAQ structured to mirror how a staffer or journalist would search for it. AI does not blindly accept advocacy language; your claim needs to be anchored to numbers, dates and sources. Your figures need to be refreshed when possible to benefit from increased weight on recency.
The messenger matters too. Using the same sources and spokespeople across your website, LinkedIn and press releases builds the authority models learn to trust, and so does describing the policy the same way every time.
But, ticking off boxes of a one-time AI optimization checklist does not guarantee successful influence. The algorithms are constantly changing and shifting reliance on sources, sometimes with no notice. Optimization for AI, search and other tools people use to find and understand information is never one-and-done.
Third-Party Validation
AI seeks information the way people do. Third-party validation, especially coming from authoritative, trusted sources and individuals, will always be the most effective way to shape opinion and send credibility signals to LLMs.
This is where earned media can come into full force. Quotes by name in trade press, wire coverage and policy outlets covering a bill are more citable than a blog on your own website. You should also seek placements in locations that are relied on by AI like independent analysts, academics and non-partisan groups.
AI bots also view spoken expert commentary as a strong trust signal and treat it distinctly from written brand content; seek opportunities on podcasts and in video explainers with transcripts. Recency applies here, too. Strive for a steady cadence that stays up-to-date.
It’s also important to track where you are cited and double down on those outlets, reporters and experts to help replicate what is already working. That said, you should still be monitoring nascent platforms and outlets that could quickly enter the ecosystem at scale.
AI is Just One Leg of the Chair
AI is the hot topic right now, but dedicating all of your resources to just AI at the expense of your other audiences can limit your policy campaign. AI is a downstream tool, gathering from multiple sources beyond your owned properties.
Organizations need to approach content development holistically. Big decisions are not made in single-source vacuums. Humans are the final decision maker, and they typically reference multiple sources across multiple channels.
Policy advocates need a consistent, credible presence across the full influence ecosystem that both humans and AI relies on. This means a 360° approach across paid, earned, shared and owned that puts you in the right places at the right time with credibility.
None of these work in isolation, and you do not necessarily need to “win” any one channel. Redundancy and reinforcement of the same accurate message across the board will pay dividends for longer than trying to hack AI optimization.
AI Is Already in the Mix. Don’t Fall Behind.
If you are not findable, you are falling behind and losing your policy battle. The most powerful people in the world are using AI to get answers, and you need a deep foundation and visibility strategy to shape the answers they get.
